POLICY ON ETHICAL PRACTICES

Lobbying or Political Activity

No part of the activities of the Virginia Floodplain Management Association shall be carrying on propaganda or otherwise attempting to influence any political campaign on behalf of or in opposition to any candidate for public office.  Positions on legislative or public policy discussions will be limited to those issues that are technical in nature and lend themselves towards having an opinion based on the purposes set forth elsewhere for the Virginia Floodplain Management Association.  The governing body of the Virginia Floodplain Management Association shall provide written positions on legislative of public policy issues of concern.  Individuals shall not create positions otherwise.

Conflict of Interest

A Conflict of Interest shall be defined as any activity, transaction, relationship, service, or consideration which is, or appears to be, contrary to the best interest of the Virginia Floodplain Management Association, or in which the interests of an individual or another organization has the potential to be placed above those of the Virginia Floodplain Management Association.  Any interested individual must disclose the existence of any actual or possible conflict of interest in advance, and all material facts to the Virginia Floodplain Management Association entity considering the proposed transaction.  Actions to address the conflict shall then be taken by either the interested individual or the Virginia Floodplain Management Association entity.

Proper Use of Resources

No part of the resources of the Virginia Floodplain Management Association shall inure to the benefit of, or be distributive to its Directors, Officers, or any other persons, except that the Virginia Floodplain Management Association shall be authorized and empowered to pay reasonable reimbursements, payments or compensation for services rendered in furtherance of the purposes set forth elsewhere.
